ITiRA Conference 2003 featured nearly 70 research papers and case studies, and the participants included researchers and practitioners from 18 countries within the European, Indian Sub-Continent, Africa, America and the Asia-Pacific region. The refereed papers were reviewed through a double-blind referee process prior to the Conference. The non-refereed papers were made available in an ‘as is’ format at the Conference. The refereed and non-refereed papers are included in this electronic version of the Proceedings.
