The concept of e-democracy encompasses the ‘public
internet’ as a coalition of private sector, government, non-profit,
educational institutions and others, working together to apply Internet
resources in public interest. A leading advocate of e-democracy,
Steve Cliff (http://www.publicus.net/) argues that this development
can been “constrained by our notion .. that government alone
is responsible to solve public problems". E-democracy is a
